Services
Although our library is open to the public, we still offer a book and DVD pickup service for patrons. We will be scheduling pickups at the Welcome Desk at the RCC campus in Warsaw. Pickups will be available Monday-Thursday, 9:30 am – 5 pm.
The library will check out books or DVDs and place them in biodegradable paper bags with the patron’s name on each bag on a cart just inside our main building entrance adjacent to the Welcome Desk for pickup at the designated time while maintaining social distancing. You may come inside at the Welcome Desk to pick up or drop off books.
To request books or DVDs (or a combination of the two) for pickup, please send an e-mail with the subject line “Pickup Request” and the following information to library@rappahannock.edu:
- Your name
- RCC campus (Glenns or Warsaw) where you wish to pick up your books.
- Top two choices of pickup times during the hours posted here above (PLEASE NOTE: we will try to accommodate your time choice, but in order to reduce crowding and maintain distancing, we will e-mail you your exact pickup time beforehand).
- A list of items wanted to checkout and whether each item is a book, audiobook on CD or a DVD (sometimes we have a title in more than one format). Please limit your requests to no more than 10 items per day.

- To search the RCC Library’s book and DVD collections, go to https://tinyurl.com/rccpickups and type in title, author, or subject keywords.
- Requests will be filled in the order received and an e-mail confirmation will be sent beforehand confirming your pickup time and location.
- Anyone concerned about the books’/DVDs’ safety may want to leave them in their bags for 72 hours before opening, after which no coronavirus germs are thought to survive on surfaces.

Who can get a library card?
- Requirements for getting a library card:
- Must be 16 years or older (Children under age 16 must have a parent or guardian who qualifies present and who will be responsible for the child in order to get a library card).
- Must be a resident of Richmond County (non-County residents visiting our library with a Virginia driver’s license may also get a card). Proof of residence is required if address on valid ID is incorrect.
- Patrons who do not have a valid Virginia DMV-issued photo ID may provide two USPS mail items addressed to them (such as a bill) with their current address.
How do I get a library card?
- In-person: All visitors who meet the above requirements may receive a library card by coming to the Richmond County Public Library and asking for assistance from the service desk staff.
- Richmond County residents may request a temporary library card for accessing e-resources by sending an e-mail to library@rappahannock.edu.
- We encourage patrons to visit the library to pick up their physical card within 30 days of receiving their temporary card.
Borrowing Materials from our Collection
- These periods and limits on check-outs apply:
- Circulating Books: 4 week loan, limit 2 renewals
- New Fiction Books: 2 week loan, no renewals if there are holds; if there are no holds, then limit 1 renewal
- DVDs: 1 week loan, no renewals if there are holds; if there are no holds, then limit 1 renewal
- Audiobooks (books on CD): 4 week loan, limit 2 renewals
- Juvenile Materials: 4 week loan, limit 2 renewals
- Interlibrary Loan Materials limits and lending periods are determined by the lending library.
Your library card also gives you 24/7 access to our online resources, including OverDrive, Hoopla, and Universal Class.
How can I renew an item I have borrowed?
- Renewals may be requested by phone. Patrons should provide their library card number and current mailing address in order to renew material by phone. Providing only a person’s name is considered insufficient identification via telephone to renew materials. Please phone Warsaw (804) 333-6710 or Glenns (804) 758-6710 to renew.
- Renewals cannot be requested on materials with holds. Patrons are expected to return materials that have holds in a prompt manner. Upon returning such materials, patrons may request that their name be added to the hold list for future checkout.
What if my stuff is late or lost?
- For overdue materials, patrons will receive one overdue letter as a courtesy. If the patron fails to return the materials within 40 days, the material will be declared lost and the patron forfeits all library privileges. When a material has been declared lost, the patron must either return the material immediately or pay the replacement fee for that material (SEE Library Fines, below). Failure to return the materials or pay the replacement fee will result in the submission of the patron’s debt to the RCC Business Office for collection using the Virginia Debt Set-Off program. The patron may also forfeit library privileges permanently.
- If materials with multiple pieces are returned with parts missing, patrons will be notified by phone. If not returned promptly, the entire material will be considered lost and the patron will be held responsible for the appropriate replacement fee.
Is there a fine for late materials?
- Richmond County Public Library does not collect fines for overdue materials. All patrons are responsible for returning materials by their due dates. All patrons are responsible for maintaining the physical condition of each library material (including those with multiple parts). If items are not returned in a timely manner, patrons will be charged a replacement fee appropriate for the material borrowed.
- Lost/Damaged Book: $50.00
- Lost/Damaged Children’s or Young Adult Book: $25.00
- Lost/Damaged DVD: $50.00
- Lost/Damaged Children’s or Young Adult DVD: $25.00
- Lost/Damaged Audiobook (Book on CD): $75.00
- Lost/Damaged Interlibrary Loan material replacement fees and fines are determined by the lending library, but will be at least the same fees we charge for RCPL lost/damaged items.
The material I want to check-out is checked-out by someone else. May I place a hold?
- Holds may be placed on any item that circulates. Patrons may place holds on materials either by phone or in-person. Your library card number should be provided if holds are requested via telephone. Patrons will be notified by phone when the material becomes available. Materials will be held for 1 week after patrons are notified. If the material is not picked up within that time frame, it will be placed back into circulation. Patrons are responsible for keeping their contact information up-to-date. Patrons with outstanding charges may not place hold requests.
I was not able to return my materials before the library closed. How do I return them?
- Library materials may be returned in the book drop located on both campuses (Warsaw: under the flag poles in the front of the building or Glenns: at the front of the building). These outdoor book drops are available 24/7. The outside book drops are checked daily except on Sundays and designated holidays.
- Materials may also be returned via mail using the following addresses:

Library staff will assist you with your printing, faxing, scanning, and copying needs.
Printing:
- Members of the public may print or photocopy up to 5 pages per day per patron for free. No library card is required.
- If additional pages are printed or photocopied, these must be made during RCC Business Office operating hours (Mon. – Thu. 8:30 AM – 4:00 PM, Fri. 8:30 AM – 11:30 AM) and will be charged at the rate of:
- Black & White: $0.10 per page
- Color: $0.20 per page
- RCPL cannot provide more than 5 pages printed or photocopied after 4:00 PM Monday – Thursday, after 11:30 AM on Friday, or at any time Saturday.
Faxing:
- The Richmond County Public Library offers free faxing services.
Scanning:
- Public patrons must ask the service desk staff for assistance with scanning. Scanning is a free process.
Photocopying:
- Patrons can make up to 5 copies per patron, per day, for free. Please see our printing policy, above.
Great news! If we do not have the material you are looking for we can get it through Interlibrary Loan!
What is Interlibrary Loan(ILL)?
Interlibrary loan is a service through which libraries lend their materials to other libraries. ILL practices are based upon the Virtual Library of Virginia (VIVA) Interlibrary Loan Guidelines.
Who may use ILL services?
To use Interlibrary Loan (ILL), you must be a registered patron of the Richmond County Public Library and in good standing. ILL requests may not be accepted from patrons who have been delinquent with ILLs in the past or for those who have ordered ILL items and not picked them up. All Rappahannock Community College students must go to the RCC library page to submit ILL requests.
Does ILL cost anything?
There is no charge for ILL. However if we cannot get the item you need for free from another library, we will ask if you are willing to pay any fee that a lending library charges to borrow an item. This is unusual though, most items can be borrowed from another library without charge. Borrowers are financially responsible for the replacement or repair of Interlibrary Loaned materials lost or damaged during the time the material is in their possession. If ILL material is lost or damaged, you are responsible for paying any fees charged by the lending library. Your library account may be blocked if you abuse ILL privileges and ILL requests may not be accepted from patrons who have been delinquent with ILLs in the past.
How long does it take to get materials through ILL?
This depends upon where the materials are coming from, the format and method of delivery. Check with library staff for more details.
How long can I keep ILL materials and can they be renewed?
Journal article copies are often emailed as PDF files and may be kept without returning. For books and DVDs this depends upon the policies of the lending library. In general, most materials are lent for six to eight weeks. Requests for renewals may be submitted but it is also dependent upon the lending library. How do I know when my item has arrived, where do I pick up my item and how do I return it?
You will be notified by phone or email when the material has been received. You pick up the materials from the library service desk at the location indicated on your request form. If the materials are not picked up within 2 weeks of contact, they will be returned to the lending library. ILL requests may not be accepted from patrons who have been delinquent with ILLs in the past or for those who have ordered ILL materials and not picked them up. You return ILL materials at the library service desk or in the book drop near the campus entrance.

The Richmond County Public Library and Rappahannock Community College have two meeting rooms on each campus (Warsaw and Glenns) available for public and student use.
In order to reserve the room, patrons must be in good standing with the library and provide information that details why the room is needed. Information such as:
- Name of patron
- Location of the room (Warsaw or Glenns)
- Which type of room (Mediascape or Group meeting)
- Duration of use
- Purpose for use of the room
Room reservations, while offered to public patrons, are prioritized for student use.

About the Rooms:
- Mediascape Room offers a dry-erase board and the ability to share computer screens on a large television set surrounded by executive style seating.
- Group Meeting Room offers a dry-erase board and table designed for study sessions and general meetings.
